Overview

This role is a Fixed Term Appointment (with Fair and Open Competition) for a period of 23 months.
Please note - If you currently work for an Other Government Department and you are successful for this post you will be taken on loan for the duration of the appointment. If you are an existing employee of the Scottish Government then you will be hired on a temporary transfer basis for the duration of the appointment if you are successful.

As Head of Transition & Release Implementation you will be accountable for a complex programme of work, put in place to ensure the safe and secure Transition of products and services being delivered via our delivery programme in the wider Scottish Government. The Transition programme of work will oversee the transition of around 80 different work streams and the post holder will be accountable for the development and embedding of our approach.

As we work towards our “steady state” organisationally in around 2024/2025 an exciting opportunity has presented itself to take over the leadership of our Transition & Release Implementation portfolio – which is currently part of a wider Business Change Management portfolio. Due to the growing needs and complexity across the work we have to do in Transition & Release Implementation this new senior leadership role is being introduced to directly lead and support the growing needs of Social Security Scotland.

The work is cross-cutting, complex and high profile so the post holder will need to demonstrate an ability to deliver impressive results in a challenging environment of Ministerial and stakeholder scrutiny. They will need to respond positively to change and support their teams in doing the same. As a leader within Social Security Scotland, the post holder will work closely with the wider Social Security Directorate, including Policy and Programme teams, to meet our delivery commitments and vision. Social Security Scotland’s end to end operational processes will be designed and implemented across Glasgow and Dundee. An ability to work collaboratively with a wide range of people to deliver results will be essential to this role.

Main Duties

• Continually review, enhance and communicate the strategy for Transition across Social Security Scotland and the programme within Scottish Government building on lessons learned.
• Work collaboratively with Senior Leaders across Social Security Scotland and the programme to ensure Transition is predicated against a comprehensive governance framework.
• Develop a strategic roadmap of transition activities ensuring, through negotiation, this meets the needs of stakeholders across Social Security Scotland and the programme.
• Work across the current cross-cutting ‘Strategic Work streams’ [People, Finance, Change and Supplier & Contract Management] in Transition ensuring that strategic goals and objectives are embedded into each individual transition.
• Support the development of a new cross-cutting ‘Strategic Work stream’ considering our ‘technical’ transition needs, working with senior leaders across both Social Security Scotland and the programme to set the objectives and framework within this work stream
• Lead and develop your team, working across boundaries, to ensure individual transition work streams within the programme of work are effectively managed and safely moved from the programme to Social Security Scotland
• Shape, lead and develop a team who will be put in place to ensure our cyclical releases of new and enhanced functionality are implemented in a safe and secure way.
• Work across boundaries to ensure effective release scheduling and resource availability to enable safe implementation of new and enhanced functionality.
• As an active member of the Senior Leadership Team you will have an active role in a large array of governance forums including internal governance, governance within the programme as well as chairing specific governance across the Transition landscape.
• Act as an escalation point for issues and challenges identified during work of both the Transition and Release Implementation teams
• Make a significant contribution to the collective senior leadership team of the Strategy, Change, Data & Engagement Division, building high performing teams with a strong, inclusive, positive working culture that cuts through silos and organisational boundaries

You will also be responsible for building the processes that will enable our cyclical releases of new and enhanced functionality across our technology landscape to be safely consumed within Social Security Scotland.

You will line manage two areas led by a Strategic Transition Lead [currently in post] and a Release Implementation Lead [to be recruited]. The Transition Team is well established with a core headcount of 14 individuals spanning across both Social Security Scotland and the programme. Given the complexity and breath of the Transition Project there are also multiple supporting resources who are actively contributing their time and expertise to drive this work forward. This activity is coordinated through the Transition Project Leadership Team.

To be successful in this role you will need to be highly collaborative and possess exceptional people leadership skills. You must have extensive experience of large projects and programmes of work, with a track record of influencing stakeholders at all levels. As the role involves working across multiple boundaries you will need to be comfortable working at both a strategic level as well as leading from the front “hands on” in the detail. As a Senior Leader within Social Security Scotland you will be expected to work collaboratively across the wider organisation and ensure your teams strategic intent is delivered upon and understood across the wider organisation.
