Overview

Are you a dynamic individual and highly motivated by large scale technical projects? Do you have experience of delivering digital services? If your strengths include project management, collaboration and motivation toward delivering large scale digital citizen services, then we’re looking for Technical Platform Owners to contribute to our journey of growth.

Social Security Scotland are looking to recruit Technical Platform Owners.

Social Security Scotland will implement the largest, most complex IT program of change since Scottish devolution, with a budget of over £300m to deliver a social security system to support the people of Scotland for decades to come. Social Security Scotland is an Executive Agency of the Scottish Government.

This is a unique opportunity to play a key role within one of the biggest public sector projects in Scotland for many years. Your success in post will not only grow your skills but you will also play a key role in an essential programme of work that will make a difference to millions of people across Scotland.

This post attracts a £5000 Digital, Data and Technology (DDaT) pay supplement after a 3 months DDaT competency qualifying period. The payment will be backdated to your start date in the role. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review. As a member of the profession you will join the professional development system, currently BCS RoleModelplus.

Main Duties

The role will focus initially on technical discovery and detailed options appraisals for various technical components required to support and deliver the overall digital solutions for Social Security Scotland.

The post holder will be expected to be the technical lead for one high priority component, or two medium priority components (depending on their scale and complexity) across the following areas:

  • Logging Monitoring and Alerting
  • Payments
  • Identity and Verification
  • Telephony
  • MI & Reporting
  • Document Management
  • Fraud & Error
  • Appeals
  • Office Technology Services
  • Integration Layer
  • The Technical Platform Owner will lead and own the following priorities:
  • The discovery and initial assessment of technical solutions or services which already exist in the Scottish Public Sector or wider UK Government landscape.
  • Engagement with each of the devolved benefits product owners to ensure business requirements and cross cutting alignment for any potential common technical component is factored in to any option appraisals.
  • Engagement, liaison, and continuous dialogue with the Chief Digital Office architecture team, security team and SG Digital Directorate to ensure alignment of service provision and avoid duplication.
  • Production and co-ordination of both Option Appraisal and Outline/Full Business Case documents to support programme and investment decisions.
  • Procurement of technical components and support in conjunction with procurement colleagues.
  • Technical oversight and supplier management during delivery of the chosen common (shared) components including cross government working, technical planning, and transition into live service operation.
  • Transition into live operation, any common (shared) component, ensuring that design or service documentation is in place and underpinned by appropriate support and maintenance arrangements or a cross-government SLA if applicable.
