Social Security Scotland’s Chief Digital Office are looking for a Portfolio Analyst to support with the enhancement of the Digital Portfolio Management Office function. This role will play a crucial supporting part in the planning, risk, reporting and governance responsibilities across the overall transformation portfolio within Chief Digital Office. The Chief Digital Office Division has a remit to provide infrastructure and systems to support both the wider Social Security Programme and Social Security Scotland.

Social Security Scotland is currently experiencing rapid growth and through a combination of promotion and additional capability requirements, we are recruiting for 2 x Portfolio Analysts. These posts will support the design, development, and continual improvement of devolved benefits, and the supporting services to benefit the 1.4 million citizens across Scotland who rely on those daily.

The Chief Digital Office (CDO) division is responsible for delivering the infrastructure, capability and digital solutions that will support the Social Security Programme. Working directly to the Senior Portfolio Analyst, the Portfolio Analysts will collaborate proactively within the Portfolio Management Team to support robust planning, risk, and reporting across various work packages in a fast-paced environment.

These roles require analytical expertise and a high-level of proficiency in working with the standard Microsoft 365 suite (including Excel and SharePoint), to provide high quality portfolio support, ensuring effective assistance in resource planning, risk management, and other portfolio management activities. This will promote positive outcomes, and through proactive communication, facilitate interaction between complimentary projects and teams across the division.

Ideally, you will have an awareness of the project lifecycle, agile and waterfall methodologies, and either resource forecasting or risk management. However, if you have analytical expertise in another area and a passion for projects and learning, we can provide training to support your development in these key areas.

Main Duties
• Accurate and timely reporting of collated portfolio updates for senior audiences within Social Security Scotland and across the wider Scottish Government.
• Building relationships with technical operations, delivery, and PMO colleagues, including architects, security teams, service management, Social Security Scotland PMO, Social Security Programme PMO, and Social Security Programme Risk Team to ensure an integrated plan and clearly articulated risks and issues.
• Ensuring risks proposed by colleagues are proportionate, clearly articulated, and have involved all key stakeholders.
• Supporting the Senior Portfolio Analyst in maintaining the divisional Risk & Issue Register, to ensure items remain accurate and up to date.
• Supporting the Senior Portfolio Analyst and Planning & Risk Manager to maintain resource profiles and capacity plans to ensure alignment with Programme benefit deliveries and Social Security Scotland projects.
• Supporting the team in the development of resource forecasting capabilities and other continuous improvement activities.
• Supporting the quality review process to ensure documents have received the appropriate level of sign-off prior to project progression.
• Deputise for the Senior Portfolio Analyst and other team colleagues when required, including chairing the divisional Risk Working Group.
