Agency Executive Team

As our Chief Executive, David is leading one of Scotland’s most significant new public services since devolution.

He is accountable to the Scottish Ministers who are responsible to the Scottish Parliament for our work. He leads the Executive Team and Executive Advisory Body, who support him in his responsibilities.

David has extensive experience in leading the delivery of public services in Scotland. He has held service delivery leadership roles as Chief Executive of Disclosure Scotland, Chief Executive of Student Awards Agency Scotland and Deputy Chief Executive of Accountant in Bankruptcy. These roles follow a long career in the Scottish Government in various policy posts, including a delivery role with the then Criminal Injuries Compensation Board.

The Chief Operating Officer is responsible for overseeing the corporate performance of the organisation, including establishment and monitoring of performance measures and improvement plans

The Digital, Delivery and Change division is led by Leanne Carson at Director level.

At Deputy Director level, the digital side of the division is led by Andy McClintock. The change side of the division is led by Julie Mclean. 

The Organisational Strategy and Performance division is responsible for client experience, governance, strategy, management information, continuous improvement, communications and managing the relationship with our stakeholders.

It also supports the Executive Advisory Body and Audit and Assurance Committee.

The division will support our clients to claim what they are entitled to and work to improve our service based on feedback and reviewing our redeterminations and appeals process.

The Finance and Corporate Services division is responsible for people services, accommodation, finance, shared services, travel and transport, and fraud and error management.

It provides financial advice and support, making sure that we have the right people in place to deliver our service and that they get the training they need.

The division also makes sure that our buildings in Glasgow and Dundee are running smoothly and remain suitable for our colleagues and clients.

The Chief Digital Office division is responsible for making sure fit-for-purpose systems are available to support us across all locations in Scotland.

The division is responsible for all digital systems, technology and infrastructure that support the service we provide.

The People and Place division is responsible for issues relating to staff, accommodation and facilities services in Social Security Scotland.

This includes workforce planning, diversity, safety and wellbeing, provision of suitable workplaces and facilities which enable client facing services.

The Client Services Delivery division is responsible for delivering disability, carer and low income benefits, ensuring that clients receive the support they are entitled to.

The division also includes the Local Delivery service, which provides support to clients in their communities throughout their application journey, and the Client Experience Team, which manages the redetermination, review and appeals processes across all Social Security Scotland benefits.
