Under the Freedom of Information [Scotland] Act 2002 we formally request the information listed below in relation to the Scottish Governments Framework for the Provision of Admin, Catering and Manual Staff Services [North & South]

An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party.
Because the instances of each role are so low, it would be easy to attribute the start and end date of the contracts to specific colleagues based on the title of the job role. This also applies to the five Intervention Officer roles listed, as the dates on each of these contracts vary and would be disaggregated in any version of this response which contained the start and end dates.
These dates, and in particular the end date, are of biographical and decision-making significance to the persons in question, and as such we consider it to be their personal information.
As such, disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
