The need for provision of first-aid training directly supports compliance with the Health and Safety at Work etc. Act 1974, and requirements of the Health and Safety (First-Aid) Regulations 1981. This requires Social Security Scotland to ensure, so far as is reasonably practicable, the health, safety and welfare of our colleagues and others. Social Security Scotland must provide adequate and appropriate personnel (those with knowledge, ability, training and experience) to respond and administer first aid to our colleagues. This ensures those who need it can receive immediate attention if they are injured or taken ill at work, prior to medical assistance or further intervention. The aim of this assessment is to consider the impact of selecting a training provider, and arrangements surrounding delivery of first aid at work training in-house.

Social Security Scotland’s Model Framework sets out the relationship between the Executive Agency and Scottish Government. It provides a summary of the key roles and responsibilities of our Chief Executive; our Portfolio Accountable Officer, and the Permanent Secretary of the Scottish Government, and how they work together with Scottish Ministers to deliver the Scottish social security system effectively. The Framework will be reviewed every 3 years and any significant changes must be approved by Scottish Ministers.
