Agency Executive Team

Our Executive team set our strategic direction and ensure that we meet our objectives. They consider and approve all our organisation’s policies, plans and processes. They also consider the outputs from the Scottish Government and the impact they have on our capacity, finance and client service levels.

David Wallace, Chief Executive

As our Chief Executive, David is leading one of Scotland’s most significant new public services since devolution.

He is accountable to the Scottish Ministers who are responsible to the Scottish Parliament for our work. He leads the Executive Team and Executive Advisory Body, who support him in his responsibilities.

David has extensive experience in leading the delivery of public services in Scotland. He has held service delivery leadership roles as Chief Executive of Disclosure Scotland, Chief Executive of Student Awards Agency Scotland and Deputy Chief Executive of Accountant in Bankruptcy. These roles follow a long career in the Scottish Government in various policy posts, including a delivery role with the then Criminal Injuries Compensation Board.

Karyn Dunning, Chief Operating Officer

The Chief Operating Officer is responsible for overseeing the corporate performance of the organisation, including establishment and monitoring of performance measures and improvement plans

Gerry O’Donnell, Deputy Director Finance and Corporate Services

The Finance and Corporate Services division is responsible for people services, accommodation, finance, shared services, travel and transport, and fraud and error management.

It provides financial advice and support, making sure that we have the right people in place to deliver our service and that they get the training they need.

The division also makes sure that our buildings in Glasgow and Dundee are running smoothly and remain suitable for our colleagues and clients.

Ally MacPhail, Deputy Director of Organisational Strategy and Performance

The Organisational Strategy and Performance division is responsible for client experience, governance, strategy, management information, continuous improvement, communications and managing the relationship with our stakeholders.

It also supports the Executive Advisory Body and Audit and Assurance Committee.

The division will support our clients to claim what they are entitled to and work to improve our service based on feedback and reviewing our redeterminations and appeals process.

Gayle Devlin, Deputy Director Disability Operations

The disability operations teams help us deliver disability and carers benefits, ensuring our clients receive the support they are entitled to.

The Local Delivery teams support our clients, in our communities, throughout the application journey for our disability and low-income benefits.

The Client Experience team administer the redetermination or review and appeals processes for each of our benefits.

Andy McClintock, Chief Digital Officer

The Chief Digital Office division is responsible for making sure fit-for-purpose systems are available to support us across all locations in Scotland.

The division is responsible for all digital systems, technology and infrastructure that support the service we provide.

Nicola Rudnicki, Deputy Director of People and Places

The People and Place division is responsible for issues relating to staff, accommodation and facilities services in Social Security Scotland.

This includes workforce planning, diversity, safety and wellbeing, provision of suitable workplaces and facilities which enable client facing services.

Leanne Carson, Programme Director Social Security

The Scottish Government Social Security Programme is delivering the infrastructure necessary for a brand new public service for Scotland, co-designed with our clients, ensuring the service meets the needs of the people of Scotland now and in future.

It is the largest and most complex exercise in devolution undertaken since the Scottish Parliament was reconvened twenty years ago. 

Julie McLean, Deputy Director Social Security Programme

The Scottish Government Social Security Programme is delivering the infrastructure necessary for a brand new public service for Scotland, co-designed with our clients, ensuring the service meets the needs of the people of Scotland now and in future.

It is the largest and most complex exercise in devolution undertaken since the Scottish Parliament was reconvened twenty years ago.
