When an individual in receipt of an equivalent benefit moves to Scotland

The cross border regulations came into force on 6 November 2025 for CDP, ADP and CSP.  Case transfer from DWP to Social Security Scotland will no longer be available for these benefits from this date.  

The cross border regulations come into force on 23 February 2026 for PADP and Scottish Adult DLA. Case transfer from DWP to Social Security Scotland will no longer be available for these benefits from this date.  

Individuals in receipt of an equivalent benefit must notify:

•    the Department for Work and Pensions (DWP) when they move to Scotland from England or Wales
•    the Department for Communities (DfC) if the individual is moving to Scotland from Northern Ireland.

DWP or DfC will signpost the individual to apply to Social Security Scotland when they are notified by the individual of their move.
