This report is the first in a programme of research investigating recruitment at Social Security Scotland. Social Security Scotland is committed to investigating onboarding to the agency and the reasons why people are unsuccessful when applying for posts at the agency. Future research will focus on unsuccessful applicants. The results of the report are a key source for measuring how well Social Security Scotland is meeting its aims on recruitment and onboarding practices, in line with its stated principles.

This system is managed by the Scottish Government and is shared with Social Security Scotland and other Executive Agencies. The framework is a list of measures co-designed with people with lived experience of the social security system. The measures relate to the commitments set out in Our Charter. Every year we collect relevant and available information and data for the measures, put it into the framework and then publish the results. Last year’s framework contained data for 2021-22. You can find out more about the purpose of the framework and how it was made in the Social Security Scotland Charter Measurement Framework and the Charter Measurement Framework Co-Design report and summary.
