Underlying Entitlement to Carer Support Payment

For any award week where an individual is entitled to one or more ‘overlapping benefit’, the amount of Carer Support Payment that is to be given to the individual is to be reduced:

  • by the amount of the overlapping benefit paid (Carer Support Payment Regulations 2023, regulation 16(2)(a)), or
  • if the amount of the overlapping benefit is equal to or greater than the amount of Carer Support, the value of Carer Support that is to be given to the individual is £0 (Carer Support Payment Regulations 2023, regulation 16(2)(b))

Overlapping benefits are benefits which are paid for the same purpose which can’t be paid in full at the same time. The benefits which ‘overlap’ with Carer Support Payment are:  (Carer Support Payment Regulations 2023, regulation 16(3))

  • State Pension or Retirement Pension
  • Incapacity Benefit
  • Severe Disablement Allowance
  • Unemployability Supplement that is paid with Industrial Injuries Disablement benefit or War Pension
  • Bereavement Allowance
  • Widow’s Allowance or Widow’s Benefit or Widowed Parent’s Allowance or Widowed Mother’s Allowance or Widow’s Pension, excluding additional pension
  • War Widow’s or Widower’s Pension
  • Maternity Allowance
  • Industrial Death Benefit
  • Contribution-based Jobseeker’s Allowance
  • Contributory Employment and Support Allowance
  • Training Allowance
