Determination without application to end Carer Additional Person Payment
Carer Additional Person Payment can be paid to a carer who is being paid Carer Support Payment and is caring for 20 hours or more a week for an additional cared for person ‘to whom a qualifying disability benefit is normally payable’.
However, in the following situations we can end entitlement to the Carer Additional Person Payment component of an individual’s entitlement of Carer Support through a determination without application even where the disability benefit remains ‘normally payable’ to the additional cared for person:
- when the additional cared for person’s qualifying disability benefit has been reduced to £0 (Carer Support Payment Regulations, regulation 23A(1)(b)(i))
- when the additional cared for person’s qualifying disability benefit has stopped being payable due to them being in hospital, residential care, or legal detention (Carer Support Payment Regulations, regulation 23A(1)(b)(ii) read with 23(4)(b))
- when the additional cared for person’s qualifying disability benefit has been suspended due to a failure to respond to a request for information or, where they are getting a DWP benefit, due to uncertainty over their entitlement to the benefit. (Carer Support Payment Regulations, regulation 23A(1)(b)(iii) read with 23(4)(c))
Where a determination is made under scenarios 1 or 2, it will take effect from the first day of the award week following the week in which the additional cared for person’s qualifying disability benefit was reduced to £0 or stopped being payable. (Carer Support Payment Regulations, regulation 23A(3))
Where a determination is made under scenario 3, it will take effect on the first day of the award week following the day on which the additional cared for person’s qualifying disability benefit has been suspended for 4 weeks. (Carer Support Payment Regulations, regulation 23A(4))
