Change of circumstances before a determination is made

There may be instances where Social Security Scotland must make a determination of entitlement to CSP without an application (known as a ‘determination without application’).

These situations may include: 

  • where it is known that a carer has ongoing entitlement to CSP and the Agency are notified of a change of circumstances, either by the carer themselves or where their entitlement was made in ignorance of a material fact. This may mean that the carer is no longer entitled to the benefit. 
  • where the carer has died 
  • where the cared for person has died 
  • where a Carer’s Allowance award is altered immediately before the carer was transferred to CSP and has submitted a re-determination or appeal request.
