Circumstances when an application may be made
There are several circumstances when an individual can make an application for Carer Support (all three components).
These include when an individual:

is making their first application

has previously unsuccessfully applied and has decided to apply again

has decided to apply again after their previous entitlement to Carer Support ended and their circumstances have since changed

have withdrawn a previous application before a determination was made
A determination must be made where an individual submits a full application.
Determination without application
A ‘determination without application’ can be completed to determine an individual’s entitlement to assistance in certain circumstances. These would include:
- Where we have completed a planned review of their entitlement (Carer Support Payment Regulations, Regulation 35)
- Where they have reported, or we become aware of, a change of circumstances (Carer Support Payment Regulations, Regulation 36)
- Where we are correcting an error (Carer Support Payment Regulations, Regulation 37 and 38)
- Where we are ending a suspension after receiving information or because information has not been received in the timescales specified, where we are required to make a determination without application (Carer Support Payment Regulations, Regulation 33)
- Where a client has been awarded support and is eligible for further backdating (Carer Support Payment Regulations, Regulation 36(e))
These are examples, not an exhaustive list.
