Earnings

The initial Carer Support Payment (CSP) determination is made on the basis of information provided by the Department for Work and Pensions (DWP), and any other relevant information available to the Scottish Government at the time of the transfer determination.

DWP information should indicate earnings are below the earnings threshold because the individual is receiving Carer’s Allowance. The CSP determination should be made on the assumption that this is correct.  

Information received from His Majesty’s Revenue & Customs (HMRC) may however contradict this and indicate that a client a client’s earnings exceed the earnings threshold.

Where HMRC information indicates someone’s earnings are above the earnings threshold, the transfer determination should be made on the assumption that the individual is entitled to CSP.

Once the transfer determination has been made, a Section 54 request for information can be made to request further information on an individual’s earnings.

Where this response to information identifies that earnings exceeded the earnings threshold, a new determination of entitlement to CSP should be made.
